Across Latin America, governments are at a defining inflection point. After years of fragmented digitization efforts, a new generation of public-sector leaders is demanding something more fundamental: a genuine transformation of how the State delivers services, collects revenue, manages infrastructure, and builds trust with citizens.
As Business Development Manager for Government Transformation for the NOLA region (Colombia, Central America, and the Caribbean), you will lead how AWS engages public-sector organizations across Colombia and the broader NOLA geography. You will shape go-to-market strategy, build and sustain relationships with senior government decision-makers, and translate AWS’s technology capabilities into modernization outcomes that matter to citizens and public institutions alike.
You will work as an integral member of the Global Government Business Development (GGBD) LATAM team, collaborating closely with GGBD’s mission thread leads (Tax & Revenue, Border Security & Immigration, Public Financial Institutions, Continuity of Government/DPI, and Transport & Logistics), as well as with the AWS Global Sales (AGS) field teams covering Colombia and NOLA. You will serve as the primary coordination point between GGBD strategic initiatives and the AGS public-sector field organization in the region.
This is a senior individual contributor role that requires equal parts strategic vision, commercial execution, and the ability to operate with influence across complex government and organizational landscapes. You will be expected to generate pipeline, close opportunities, and leave behind lasting institutional relationships that extend beyond any single deal.
Key job responsibilities
• Shape and execute the NOLA strategy for AWS engagement with public-sector organizations across Colombia, Central America, and the Caribbean — creating pipeline and driving government transformation outcomes across multiple countries and government verticals.
• Build and sustain executive relationships with senior government leaders, ministers, agency heads, and central institution decision-makers.
• Translate AWS capabilities in cloud infrastructure, data & analytics, AI/ML, and digital services into propositions that resonate with government leaders focused on service delivery modernization, fiscal efficiency, institutional resilience, and citizen trust.
• Serve as the GGBD coordination anchor with AGS public-sector field teams in NOLA — aligning strategic priorities and enabling field execution.
• Develop repeatable go-to-market playbooks that enable GGBD and AGS field teams to engage government customers across NOLA effectively and at scale.
• Work with consulting, systems integrator, and technology partners to build co-selling frameworks and integrated offerings tailored to NOLA government priorities.
• Establish AWS as a recognized thought leader in government transformation across NOLA through publications, keynotes, executive roundtables, and active participation in regional policy and technology forums.
• Provide regional market intelligence — tracking government budget cycles, digital agenda priorities, regulatory shifts, and competitive dynamics — to inform GGBD LATAM strategy and investment decisions.

Basic Qualifications
- 6+ years of developing, negotiating and executing business agreements experience
- Experience developing strategies that influence leadership decisions at the organizational level
- Experience explaining complex technical concepts to various business and technical audiences
- Experience presenting to both technical and non-technical executive audiences
- +6 years working for or with Governments in the NOLA region
