Job Purpose:

The France CCO and Banking Head (CCOBH) represents a single, coordinated face to the local marketplace including government, regulators, clients, media, community and employees. The France CCOBH combines the complex challenges of balancing stewardship with dynamic franchise leadership and fulfilling the expectations of our regulators across two material legal entities (MLEs) present in France.  To this effect, the France CCOBH is responsible for leveraging resources so that Citi’s franchise grows appropriately and drive the business strategy in partnership with businesses and functions in a way that helps Citi achieve its goals.  

The France CCOBH should have a proven deep understanding of the French market and will work together with all other local Citi executives to ensure the protection and growth of Citi’s franchise. The role should have proven existing customer relationships and access to C-Suite, and proven ability to drive growth by implementing a focused, client-centric strategy to optimize the business opportunities for the Country.

In addition, the France CCOBH would also play the important role by serving as the Branch Lead for one of the two Citi France legal entities. This person would ensure appropriate Branch governance and leadership.

The role reports to the Europe Cluster and Banking Head and Citibank Europe Plc (CEP) CEO.  This role is a key member to the Europe Leadership team and might participate as needed in governance fora. 

Country/cluster context and Job background:

Citi has had a presence in France for more than 100 years and has a headcount of more than 350 employees.

Key Responsibilities:

  • Developing the strategic direction of the franchise and implementing the processes and procedures that enable the Country’s businesses to thrive and to assure compliance with corporate standards and regulations, as well as adherence to the laws that dictate how we do business in France
  • Relationship management with clients, government officials, regulators, employees, media and the public that engenders a high level of trust and candour to support the development and environment favourable to Citi’s market position and growth
  • Responsible for own client coverage, C-suite access and ability to grow revenues and exceed yearly performance target
  • Leading and overseeing Corporate Banking client coverage, ensuring delivery of treasury and corporate finance solutions including cash management, trade, vendor finance, FX, general credit, loans, debt capital markets, and derivatives
  • Driving client account planning, product-agnostic cross-sell and optimal capital allocation
  • Partnering with wider Banking, Services, Markets, Institutional Credit Management and Risk to deliver integrated solutions and execute episodic transactions
  • Understanding market trends to identify growth opportunities and anticipate business challenges
  • Judgment in understanding issues and making good decisions that support, confirm, and enhance Citi's vision
  • Leadership that touches all parts of the franchise and provides a strong role model for others to follow
  • Integrity that is unquestioned and forms the foundation of all business decisions

Franchise Growth and Stewardship:

Franchise Management includes developing and executing Citi’s overall client and business strategy to achieve both short and long- term goals in the Country. In particular but not limited to:

  • Helping drive franchise growth having varying degrees of direct accountability for specific areas of the business including directly leading senior client cover
  • Managing customer profitability across Corporate Banking relationships, including Revenue, Expense, CoC, EBIT, NI and ROTCE
  • Ensuring Corporate Banking client strategies meet or exceed Citi’s standards on risk, returns, and ethical considerations
  • Escalating any risk and franchise-related issues to the Europe Cluster Head, Legal Entity management, International Franchise Management (IFM), and other product and functional areas, as appropriate

Franchise Governance:

The France CCOBH has direct responsibility for all local regulatory relationships, Country governance, internal controls and legal vehicle governance, including:

  • Acting as the lead Country contact with local and European regulators, as relevant, and other host government officials for all businesses
  • Ensuring compliance with all laws, regulations, and Citi policies, including ethical standards and business practices
  • Establishing and leading Country specific governance committees

Operational Risk:

The France CCOBH is accountable for the protection of Citi’s people, franchise, reputation and premises in country, including:

  • Responsibility for crisis management, including decision making, escalation, and communications
  • Ensuring the country Continuity of Business plan (COB) is current and vibrant
  • Protecting the Citi Franchise and Reputation
  • Hosting Country Management governance
  • Regulatory Relationship Engagement
  • Senior Client Relationship Management
  • Legal Vehicle Management and oversight, as required
  • Controls: Risk, Compliance, Legal, Audit
  • Oversight of Corporate Banking risk management, including regulatory, KYC and compliance responsibilities
  • Acting as senior credit officer for Corporate Banking, responsible for credit decisions, documentation oversight, target market identification, due diligence and early problem recognition.
  • Local Community, Association and Media engagement
  • Coordinated Leadership – a single face to the local marketplace

Qualifications, Experience and Strengths:

  • Strong academic background, Masters or MBA preferable
  • 20+ years of banking experience
  • Strong product knowledge across Banking, Markets, Services, and Lending with demonstrated analytical ability
  • Demonstrated ability to originate, structure and execute complex Corporate Banking transactions.
  • Proven track record managing Corporate Banking client relationships and delivering integrated treasury and corporate finance solutions
  • Strong credit skills with ability to manage risk portfolios and approve complex credit exposures.
  • Corporate Finance mindset with strong advisory capabilities for corporate clients
  • In-depth understanding of banking products – loans / debts (short and long-term), cash management, trade products; corporate and structured finance; DCM; derivatives products
  • Strong knowledge of investment banking offerings (advisory, equity)
  • In-depth understanding of compliance issues, global and local regulatory requirements
  • Experience in working with and within a matrix organization and cross-functional teams
  • In-depth industry knowledge
  • Proven existing customer relationships
  • Proven track record of senior relationships
  • Experience in people management
  • Demonstrated ability to balance between internal management and external client time
  • Demonstrated understanding of regional compliance issues and regulatory requirements
  • Consistently demonstrate clear and concise written and verbal communication
  • Demonstrates ability to partner well, draw consensus quickly and act decisively, especially within a challenging and cost-constrained environment
